LIBRARY AND INFORMATION CENTER

 

The mission of Khazar University’s Library Information Center (LIC) is to maintain and develop collections and services in support of the present and future teaching, research and learning needs of the University. LIC has worked to develop a climate of openness by pursuing library policies that welcome everybody.

 

STRENGTHS AND OPPORTUNITIES

 

The Library operates in a dynamic and rapidly changing environment with abundant opportunities and challenges. It is well positioned to take advantage of new opportunities by building on its current strengths. These include a knowledgeable and committed staff; the ability to expand its information offerings by participating in the eIFL.net and Azerbaijani Library Information Consortium, an innovative and evolving platform that allows for the delivery of a range of crucial services; a well-established relations between library and faculty to provide support for teaching, learning and research; promising collaborative relationships with other units on campus to develop new initiatives in support of teaching and learning.

 

SOME FACTS

 

Academic Library was established in 1991, reorganized in Library Information Center (LIC) in 2000. In fact, there are some few similar entities in our country asLibraryInformationCenterproviding access to variety of electronic resources, trainings, professional consultations, and assistance.

 

The main Library is located in the Nefchilar Campus, with two branches in Downtown (MBA Library) and Alatava campuses (Dunya School Library).

 

CORE COLLECTION

 

KhazarUniversityholds the largest library collection among private universities and the largest collection in the English language inAzerbaijan.

 

Khazar University Library Information Center collects printed and electronic materials in Azerbaijani, English, Russian, Turkish, Arabic, Persian, German, French, Japan, Chinese and other modern European and Oriental languages in the fields of Business Studies, Economics and Management, Engineering and Applied Sciences, Education, Social Sciences, Political Science and International Relations, Legal Studies, Education, Language Studies, Arts, Philosophy, Literature, History, and Medical Sciences. An average 75% of the library materials are in English. Textbooks published all over the world, as well as publications of Khazar University Press are widely presented in the library. Khazar University LIC has an extensive reference collection, including monolingual and bilingual encyclopedias. Besides purchases, LIC collections have grown through donations and various grants, allowing development of target collection.

 

LIC has been continuing some projects related to the library collection development, including a long-term work with international library foundations and programs, such as Journal Donation Program, Science Journal Distribution Program, Sabre Foundation, American Chemical Society, Islamic Foundation, Corporate Body of Buddha Education Foundation in Taiwan, Japan Foundation Library Support Program, International Book Project, World Vision's Gift in Kind Program and others.

 

LIC builds its collection of publications, share knowledge, and promote the exchange of scientific information is to establish publications exchange partnerships with The Library of Congress, UCLA and others.

 

 

SPECIAL COLLECTIONS

 

LIC has been functioning as Regional Depository Library of the World Bank inAzerbaijansince 1999 and Asian Development Bank since 2005. Depository Library collections meet an ever-increasing demand of the Khazar University Community.

 

The Depository Library Programs increases public interest in the World Bank and ADB's activities and allows for wider dissemination of information. The Collections consist of books, selected country and economic studies, technical papers, annual reports, statistical publications, documents on loans and technical assistance projects, environmental impact assessments, and public information materials that are invaluable to the study and research of economic growth.

 

 

eCATALOG 

All books, conference proceedings, scientific reports, dissertations, journals, CDs, videos and DVD's in English, Azeri, Russian and other languages in the Khazar University Library collection can be found in the library catalogue.

The Library also provides access to full-text digital journals, reference works and databases. University library has been able to provide online access across the world to eBooks, eJournals, web sites and data bases through our e-Catalog.

ACCESS TO FULL TEXT ONLINE RESOURCES and OFFLINE RESOURCES

 

Access to EBSCO databases and agreement signed with various Publishing Companies, such as Cambridge University Press, Oxford Reference Online, etc. became available due to active participation ofKhazarUniversityin Azerbaijan Library Consortium. Online databases, electronic resources, online inter-library transactions and digitized abstracting and indexing services have become accessible to all Khazar students due to the work and devotion of electronic information services staff.

 

LIC has access to the eGranary Digital Library based at the University of Iowa (USA). the WiderNet innovation project. The eGranary Digital Library is an off-line educational information store. Also called “the Internet in a Box,” it is a high-capacity hard drive that contains more than ten million digital educational resources that can be accessed at extremely high speeds over wired and wireless local area networks without using any Internet bandwidth.  The eGranary Digital Library expands real access to vital information on science, medicine, and technology to the students, researchers, and clinicians.

 

INSTITUTIONAL REPOSITORY

 

KhazarUniversityinstitutional repository (KUIR) is the first electronic archive inAzerbaijan. KUIR is suite of services offered by the Khazar University LIC in support of the university’s researchers. Repository content consists of collections of research materials in digital formats produced byKhazarUniversityfaculty.These collections are managed, preserved and distributed by theKhazarUniversityLibraryInformationCenterthrough DSpace software.

Institutional repository is available at http://dspace.khazar.org

 

Materials in the repository are selected by the university’s faculty including research materials of interest to their colleagues, collaborators and students. They may consist of pre- and post prints of scholarly articles as well as materials cited in those articles such as images, videos, and datasets.

 

 

E-LEARNING

 

Moodle is the online teaching and learning platform of theKhazarUniversitydeveloped and maintained by the Library andInformationCenterto help educators create effective online learning communities. Moodle enables faculty members to enhance their face-to-face teaching and their students’ learning by providing an online environment to distribute course resources and encourage collaboration and interaction both within and outside the classroom. Students engage online with course content, submit assignments, post work and participate in discussions.

This is a pilot of Moodle (http://www.khazar.org/moodle/) at the Faculty of Economics and Management atKhazarUniversity.

 

 

 

SPECIAL SERVICES

 

In affiliation with Khazar University Press, which is the national ISBN and ISMN agency forAzerbaijan, LIC provides the following ISBN and ISMN services:

  • Support for providing information on related resources, which publishers may require, including Cataloguing in Publication (CIP)
  • Build national bibliographic database of all (registered) Books in Print
  • Manage ISBN and ISMN publication databases
  • Accounting the titles of assigned publishers prefix and title numbers

 

LIC prepares the Azerbaijan Publisher Database in Import/Export format for annual editions of the Publishers’ International ISBN Directory.

 

The work is carried out for the creation of the bibliographic descriptions of issues published inAzerbaijanaccording to international rules (index DDC, subject headings).

 

INTERLIBRARY LOAN SERVICE

 

Books and journals, which are required for teaching or research but are not held in the library, may be borrowed on interlibrary loan from another participating library. LIC maintain, and make available to our users an interlibrary borrowing policy.

 

RESEARCH 

 

Library Information Center is engaged in research related to analysis the journal impact factors, indexed by Thomson Scientific. Our main goals are the following: general uses of impact factors, including library collection management decisions, journal rankings, journal decision models, and full-text database evaluation, using such products and services, as the Essential Science Indicators, Journal Citation Reports, Journal Analysis Database etc.

 

Another research direction is to develop recommendations in order to increase KhazarUniversitywebsite's ranking. Many of these recommendations have focused on study of the quantitative aspects of the construction and use of information resources, structures and technologies on the Web drawing on bibliometric and informetric approaches.

 

 

 

INTERNATIONAL PROJECTS

 

LIC has been participating in various projects, the most important of which are:

 

  • The Center for Education and Information Studies (CEIS) ofKhazarUniversitywas established as important outcome of the early stage of the partnership with graduateSchoolofEducationand Information Studies at theUniversityofCalifornia,Los Angelesunder USIS funding. The CEIS, together with the LIC, offers a range of training sessions tailored to the needs of librarians and information specialists inAzerbaijan.

 

  • Guttenberg Project, which aims to digitizingAzerbaijanpublic domain literature in Latin Script together with National Library andInstituteofLiteratureunder National Academy of Science.

 

  • CALIMERA Project (Culture Applications Local Institutions Mediating Electronic Access). Work is carried out by Khazar University LIC staff to prepare CALIMERA Azerbaijan Country Report: Information on Public Libraries,LocalMuseumsand Archives and translate the Good Practice Guidelines Summaries into Azeri.

 

  • UNESCO Translation Project, aimed to complete a bibliography of the translations in various editions (books, journal articles, conference papers, etc.) from Azeri into other languages and from other languages into Azeri.

 

EDUCATION, TRAININGS, STAFF DEVELOPMENT

 

LibraryInformationCenterspecialists possess bachelor’s, master’s degree, PhD degrees and professional experience in the fields of Library Science and Information Technology.

 

LIC provides the systematic maintenance, improvement and broadening of knowledge and skills and the development of personal qualities necessary for the execution of professional and technical duties throughout the practitioner’s working life.

 

LIC Staff Development and Training Program is to facilitate positive change by challenging the staff through a continuous learning process. The program is offered through a series of components: Information Technology Competency Series, Library Automation Series, Electronic Information Services Series, Workplace Skills Series, etc.

 

LIC offers a range of training sessions tailored to the needs of academic departments within University, students, staff and public users. It also provides orientation for the new library employees.
