Position Title: Development and Communications Manager (Extractive Industries) 

Reports To: Director of Eurasia Hub Established in 2010 at Khazar University as a regional focal point of Natural Resource Governance Institute’s (NRGI) Global HUB program, the Eurasia Extractive Industries Knowledge Hub [] is a leading center of expertise and capacity development in the extractive industries in the region of post-communist Eurasia. 


Eurasia Hub is seeking a Development and Communications Manager to help the Hub staff and NRGI Eurasia Office in implementing its projects in oil and mineral-rich countries of Eurasia. 


  • Development, design and management of training courses, including online course platform, coordination of Hub’s work with government officials, civil society organizations, and other key stakeholders,

  •  Conduct fundraising campaigns to identify and contact potential donors; maintain existing collaboration with funders to ensure long term sustainability,

  • External communication with media and other partner institutions, 
  • Actively work with Hub alumni to strengthen post-training capacity building, dissemination of knowledge and networking among alumni. 


  • At least 3 years’ professional experience related to public finance, economics, development studies or related field, 
  • Graduate degree, preferably from a western-accredited university, in economics, development studies or any other field of social sciences, 
  • Familiarity with political-economic problems related to the management of petroleum and mineral resources, 
  • Fluency in English, Russian and Azerbaijani languages, 
  • Excellent communication and organization skills.

Khazar University Department of Economics and Management announces a vacancy for Finance Division Coordinator.

Job Description

  • To assist the Head of Department in the preparation of departmental documentation including programs of study and schemes of work.
  • To assist the Head of Department in the planning and implementation of subject related activities and events.
  • To collect and analyze preliminary information related to various programs of study.
  • To teach Finance courses at the undergraduate and master levels.
  • To communicate with teachers and collect syllabi.
  • To conduct academic research and publish in scholarly journals.
  • To help with the overall operation of the department by undertaking tasks as requested and directed by the Head of Department.


  • A PhD degree (or close to completion) in Finance/Accounting.

Vacancy in Chemical Engineering

The Department of Chemical Engineering at Khazar University is seeking a PhD in Chemical Engineering to fill the vacancy of the chair position for Fall Semester 2016 based on a 1-year contract with possibility of a tenure position. English Language and Literature Department Chair at Khazar University

Khazar University is seeking an English Language and Literature Department Chair who can lead the department towards achieving the department’s goals and pursuing its mission.

The English Language and Literature Department administers the Khazar University English Language Requirements, providing all students across the University with strong knowledge of English and preparing them to perform with excellence in the English-language academic environment of the university. 

It also offers undergraduate and graduate degree programs in English Language Teaching, English Language and Literature, Translation Studies, and General and Applied Linguistics.


Reporting to Vice Rector for Academic Affairs; providing academic leadership and management for the English Language and Literature department on issues such as developing curriculum and courses; contributing to evaluation of courses; recruiting; supervising; supporting the continuing professional development of academic staff; evaluating the faculty performance; teaching (undergraduate and/or graduate); and producing publications or other research outputs.

Minimum qualifications

Successful candidates are required to have a PhD in Linguistics or related fields such as English Literature, could demonstrate good administrative and organizational skills, and have minimum of 5 years’ teaching experience in higher education institutions.
